There is a very good JavaScript emulator/simulator for the TI-99/4a available here:-

It has some nice monitoring/debugging facilities, cartridge, disk and tape handling and VDP utilities, lots of pre-configured selectable application and game software and enhanced graphics options with a simulated F18A card.

Whoa nice find there!
I tend to prefer desktop apps, as I like to be able to work 'offline', but these online emulators are great for showing your work to people, or giving people the chance to have a quick go with a machine without requiring them to download stuff!
That debugger looks really useful too!
